Moving to Wyoming. Probably the eastern part of the state. What are utilities and cost of living like?

Husband and I are on a fixed income, retired. Just interested in a small house, even if it older, to move to, from Texas. It's way too hot, here. If anyone from Wyoming reads this...please, can you give us some information? Thanks, so much!
