Do you need an AFROTC scholarship ,(while in the Corps of Cadets) to become a officer in the Air Force?

If it's looking like he's not going to be able to get a scholarship, have him ask one of the instructors to help him out with a regular commission. They'll know exactly what to do, because your son wouldn't be the first one to not get the scholarship. The only benefits being in the Corps without a scholarship is there might be someone who has a little bit of connections to help him commission. Otherwise, if you don't receive a ROTC scholarship, the military does not pay for college, no back-pay program like the enlisted have, except for certain career incentives.
