Should I apply under early descsion to union college(ny) or Hobart and William smith college for fall of 2012?

I don't think you should apply early decision unless your absolutely sure you can afford to attend either of those college. Early decision is a binding plan. If you are accept, you HAVE to go. And you have to withdraw your application from all other colleges you have applied to. My advice is that you apply early action to both.
