Questions about Navy Reserve deployments?

What the "Boats" is trying to tell you in "Navy Message Speak" is that you may want to re-think that as apparently Reserves aren't eligible for that program. And MRS JVB is right, just joining for loan repayment probably isn't a good idea any way. Deployments are a part of Navy life, even in the Reserves.
