IPod Jailbreak - Can't open "Lockbackground.html" file?

I'm trying to add a lockscreen to my iPod that has the weather on it and I need to open this Lockbackground.html file to change the location to Texas. I've tried opening this file from iPhone explorer in Notepad, wordpad, and firefox and it won't open, it only tells me "/Iris' iPod/Root Directory/Library/Themes/LS Sleek 12h Blue/LockBackground.html" Can anyone help me or tell me a program I could download to get this to open right?
